The Texas House adopted rules yesterday.  Representative Hunter offered an amendment in collaboration with Representatives Moody, Murphy, Hernandez and Landgraf.

Among other items, the Hunter amendment struck two  proposals of particular concern under Rule 16.  Rule 16 has been commonly referred to as the Pandemic Rule, and would be triggered under emergency declarations.  However, the proposed Consensus Calendar and removal of the requirement to include non-testifying witnesses in committee reports generated a great deal of feedback.  Hunter’s amendment struck both provisions.
